Trump Declares Victory Against Islamic State, Calls Troops Home

With a single tweet, U.S. President Donald Trump shocked many in Washington, changing the course of U.S. policy in Syria and, simultaneously, announcing an end to the fight against the Islamic State terror group's self-declared caliphate.
