
Trump Admin Says Ukraine-Russia Peace Deal Nearly Done — Kyiv Has Until Thanksgiving to Accept Historic Framework
WASHINGTON - White House Press Secretary Karoline Leavitt announced Tuesday that the United States has made “tremendous progress” toward a peace agreement to end the three-year war in Ukraine, with only “a few delicate, but not insurmountable” issues remaining before a final deal can be reached.
In a post on X, Leavitt said intensive negotiations over the past week have successfully brought Ukraine and Russia to the table, adding that the Trump administration’s 28-point framework is now on the verge of acceptance. Ukrainian National Security and Defense Council Secretary Rustem Umerov confirmed earlier Tuesday that Kyiv and Moscow have agreed on “core terms” of the accord.
Under the proposed plan, first presented last week, Ukraine would constitutionally commit to permanent neutrality and permanently forswear NATO membership, remain a non-nuclear state, and recognize Russian control over currently occupied territories. In exchange, Kyiv would receive binding security guarantees from the United States and allies, substantial reconstruction aid for infrastructure and humanitarian needs, and assistance in reuniting separated families.
The agreement would also prohibit Russia from launching further offensive operations against Ukraine or neighboring countries.
Sources familiar with the talks say Ukraine has until Thursday — Thanksgiving Day — to formally accept the framework, though President Donald Trump has stressed the deal remains open to additional negotiation if needed.
U.S. Army Secretary Dan Driscoll held direct talks with senior Russian officials in Abu Dhabi last week, part of a series of high-level contacts that administration officials credit with producing rapid movement toward peace.
Leavitt told reporters Monday there are no current plans for Ukrainian President Volodymyr Zelenskyy to visit the White House, as President Trump prepares to spend the Thanksgiving holiday at his Mar-a-Lago estate in Florida.
