"They will use the same paperwork to get a drivers' license or Social Security number and then they use the same paperwork to get some sort of health or food benefits," Hoft said. "Then, once they sign up for the health benefits, they will receive this letter in the mail. Here is what you need to do to sign up to vote. The letter is in Spanish."
