Frank Brogan: Federal government treats state education funding like a “controlling interest”
Frank Brogan, former U.S. Assistant Secretary of Elementary and Secondary Education, says federal funding makes up between 9-10% of state and local level education budgets. Brogan says the federal government treats that contribution as if it buys them a controlling interest to dictate how people operate.
