Director of the Oversight Project for the Heritage Foundation Mike Howell tells Steve Bannon that Congress should appoint a legislative special counsel, using $10 million already available. "What people in D.C. who know what they are talking about are calling for is that the $10 million should go to appoint an external special counsel for the legislative branch that then has the authority to issue subpoenas and enforce them to litigate, to actually staff up and go out and hit these weaponized actors right where they deserve it."
