Retired US Border Patrol Chief Rodney Scott says the Mexican president "thumbs his nose at the United States" because he sees weakness. "You have to read between the lines, but he admitted that they can shut down the cartels and they can shut down this mass illegal immigration if they wanted to," Scott said. "America just hasn't made it appealing enough for them yet."
